General Description

The Talent Management Specialist will act as a strategic partner, consulting with leadership to identify current and future talent needs, determine qualification criteria and develop a strategic recruitment plan.  This position will also serve as the “face” of R.E. Mason to applicants and staffing resources.
 
As part of the Human Resources team this position carries out responsibilities in the following functional areas as well: personnel policies, regulatory compliance, departmental development, employee relations, training and development, benefits, organizational development, and associate customer service.  The position is full-time exempt and will require at least forty (40) hours per week.

Specific Responsibilities

  • Recruiting Responsibilities
    • Recruit top talent including sourcing, interviewing and reference checking.
    • Maintain applicant related files and databases in compliance with R.E. Mason’s Affirmative Action Program. Prepare periodic reports for management, as necessary or requested.
    • Maintain a thorough understanding of and hands-on familiarity with existing and emerging media recruitment channels and a comprehensive understanding of the external talent market.
    • Partner with managers to determine requirements for the position and qualities of an ideal candidate.
    • Ensure that personnel requisitions are completed in a timely manner.
    • Work with managers to create job descriptions and post job descriptions.
    • Conduct phone/video interviews and face-to-face interviews.
    • Schedule interviews for internal and external applicants.
    • Actively source passive candidates through varied media channels and networks.
    • Build long-term talent pipelines for key roles.
    • Create relationships with Universities and post positions on University web sites.
    • Work with services managers to evaluate and maintain contractor pool for staff augmentation and project needs.
    • Manage online recruiting strategy and relationships (Indeed, LinkedIn, social media postings, college recruitment websites (Handshake, etc.)
    • Responsible for administering and ensuring completion of annual Associate Career Development Program (“CDP”).
    • Responsible for driving and overseeing the R.E Mason Co-op program.  This encompasses recruiting, onboarding, tracking, reviewing and transitioning co-ops.
  • HR Responsibilities (not all of these items will be a primary responsibility)
    • Conduct new-employee onboarding, including orientation, to foster positive attitude toward organizational objectives.
    • Maintain and communicate HR policies, procedures, programs, and laws.
    • Perform payroll function of submitting overtime, benefit deductions, 401k deductions and any changes to payroll to Payroll administrator.
    • Perform day-to-day benefits administration services to include health and dental insurance, long and short-term disability, workers’ compensation, COBRA, vacation and other leave policies, change reporting and answering associates’ questions.
    • Provide a high level of client service interfacing with other departments while promoting a positive work environment.
    • Serve as a link between management and employees by handling questions and helping resolve work-related problems.
    • Analyze and recommend modifications to benefits policies to establish competitive programs and ensure compliance with legal requirements.
    • Advise managers on organizational policy matters such as equal employment opportunity and sexual harassment, and recommend needed changes.
  • Other responsibilities as defined.
  • Some travel will be required. Use of a Company car or personal vehicle will be necessary. Proof of a valid driver’s license, an acceptable DMV record, and liability insurance is required.

  • Knowledge of employment regulations with the DOL, EEOC and OFCCP
  • Strong interpersonal skills with the ability to clearly present recommendations and ideas.
  • Ability to understand, speak and write English in order to convey messages and correspond in an articulate and professional manner
  • Detail oriented and highly organized
  • Ability to work independently, multi-task and prioritize
  • Strong computer skills and aptitude including MS Outook, MS Excel and MS Word.
  • Intuitively able to reason, analyze information and events, and apply judgment in order to solve problems of both a routine and complex nature

Required Education & Experience

  • Bachelor’s degree
  • Successful track record of 5+ years of full-cycle recruiting experience - recruiting all levels of employees from entry-level, non-exempt positions to Senior Leadership positions.
  • Experience working within a staffing agency or an engineering sales/service company
  • Experience working in pro-active recruitment – navigating job boards, social media channels and LinkedIn recruiter.

Preferred Experience/Competencies

  • PHR, SHRM-CP, SPHR or SHRM-SCP Certification
  • Experience working within a staffing agency or a engineering sales/services company
  • Experience with Affirmative Action programs
